Anno 2070 World Event Concept: Global Reinassance

After the Global Distrust event, the rise of the Eden Formers, the Nordamark Border Conflict, and repeated losses after the FATHER incident, Global Trust begins a new plan to not only reverse their declining role in the world, but to tackle a major issue the Eden Initative ignores: The Refugees.


New NPC Faction: The Refugees

The homeless, the poor, the dispositioned after the environmental collapse and rise of the sea levels. The Refugees, while not possessing a great deal of technology, are now coming onto the global stage as multiple sectors contested between the Eden Initiative and Global Trust are also home to Refugee shanty-town cities, as well as centers of the Panda Society. These floating junk piles of old ships and cargo containers are sources of new markets and new opportunities.

Refugee factions mostly use primitive versions of Tycoon technology, heavily polluting for maximum possible resource efficency and to supply their floating rust-cities. They can build Raiders, Commando Ships, and large numbers of Hammerhead cruisers, a Viper-sized ship optimized solely for fighting other ships. They are non-expanding, but will build up large and active fleets for both trade and war.

Players can interact with the Refugees, accepting quests for resources and for housing in exchange for Refugee manpower bonuses that can greatly improve productivity and resource extraction. Tycoons will benefit from this much more than Ecos, and any trade with Refugees is worth much more than with any other NPC, only their taste for imports changes every few minutes, so players need to keep up with supply and demand.

Refugee leader: Kevin Blake, leader of the Workers Union. A realpolik leader who will do anything to keep his commune of workers safe. He prefers working with Global Trust, and distrusts anyone from the Eden Initative and their "high-minded elitist utopia on the backs of common men" or from SAAT's "AI -driven technocracy". He REALLY doesn't get along with Leon Moreu or Tori Bartok and will frequently fight them, but is oddly best friends with Thor Strindburg. His quests often involve supplying his troops with weapons and ships, and will offer major productivity boosting manpower bonuses or military support.

Refugee leader: Elane Ishark, leader of the Seafarers Association. She is a kind and supportive figure, and is one of the player's best supporters. She will offer a lot of quests and jobs, and will be difficult to anger in any way save fighting Kevin or denying her quests. (Think Tycoon-like version of Tilda Jorgenson)

Global Event: Project Lifeboat

In light of recent stock changes and growing popularity of the Eden Initiative, Global Trust decides to turn to what the Eden Initiative has overlooked. Millions of people are still homeless and without anything after the environmental collapse, and recently the Eden Initative have ceased their humanitarian projects in favor of focusing on the Former technology. Seeing a golden opportunity, Global Trust decides to begin a new initative to bring trade to these empty areas.


The player gets to meet the Refugees and learn how to work with them. First with Elane as the two work together to rebuild and repopulate the sector. She remarks on the ability of the Ark technology, as well as its limitations.

The second mission is a meeting with Kevin, who is engaged in war with Leon Moreu, who is trying to plant Eden Formers on land Kevin needs to house his people. The player can either negotiate a settlement, or simply crush Leon with military force.

The third mission is the construction of the Global Trust trade center in the Refugee sector. Both Kevin and Elaine work with you to build a Global Trust monument in the sector, while also dealing with Keto who has been hired to deal with the refugee problem for some unknown client. After the mission is concluded, the Refugee leaders will be available for continous games, and a few questions asked about why Keto was hired to attack.
